Community broadcasting is a unique media sector where stations are independently owned, operated, managed and supported by their communities. They cannot be bought or sold and while local businesses can provide financial support through sponsorship, this sponsorship can not be a factor in determining program content or style.
The word ‘community’ has become somewhat of a buzz word in recent years. So much so that many privately owned, profit making enterprises are describing themselves as ‘community media’.
But community radio stations are operated as independent not-for-profit organisations, providing the potential for innovative, diverse and community focused content production only available in genuinely community owned and operated media.
Community radio stations are largely self-funded, drawing support from their communities via local business sponsorship - 41% of national income, donations (11%), membership (7%) access fees (4.5%) and fundraising (3%). Funding is also contributed by Australian Government via the Community Broadcasting Foundation (CBF), making up around 9% of the average community radio station’s income, and through other government, state and local grants. Community radio stations, as not for profit organisations, expend all funds on station maintenance and, where possible, station development (CBD 2007).
Principles of democracy are enshrined in the Codes of Practice and are central to the management and governance of community radio organisations. Each licensed group has open membership and democratic decision-making practices. Interests outside of the community cannot control a licence.
Community radio broadcasting distinguishes itself from other media by actively promoting access and participation of members of their communities in all aspects of broadcast operations, especially to people underrepresented in other media.
Community radio audiences are provided with a diverse range of programming choices and viewpoints that reflect the cultural diversity of their communities, and support the development of social inclusiveness and harmony in local communities.
